Why is flying over Cap de Creus different from any other beach?
The Catalan government's procedure for authorising activities in protected natural areas explicitly covers aerial activities, crewed or uncrewed, as well as filming adverts, documentaries and photo reports. In Cap de Creus Natural Park the managing body is the park itself, and the official guidance recommends applying at least a month before the activity. Without that approval, a flight over the coastal rocks simply can't happen, however good the light.
Inside the old town the rule changes: it counts as an urban environment under Royal Decree 517/2024, with narrow streets, terraces and people about at all hours in season, so flights must be planned with nobody underneath. That's why a single job often involves two scenarios: the seafront, handled under urban conditions, and the coastal paths or coves inside the park, which need the protected area's authorisation.

If the flight takes place inside the protected area, yes: owning the land doesn't replace the park's authorisation. You must hold the authorisation; we tell you what's needed and how much lead time it takes.
Then it's a flight in a built-up area, outside the park: we check it on the ENAIRE Drones map and plan it for early morning, with nobody below. It's the simplest case to prepare.
